COSLA RESPONSE TO MEDIA ENQUIRY ON SMOKING ON NHS PROPERTY

A COSLA Spokesperson said: “This issue is very much about prevention via education and co-operation in the first instance.  However the legislation does afford powers to local authority enforcement officers through the use of fixed penalty notices for offenders who smoke inside NHS premises.

"The anecdotal instances of this behaviour are very limited in number but that said would require an almost instant reactive response which is unrealistic. That is why the education route is the preferred option and prevention is the key.”
