At COSLA's November leaders meeting on Friday 28th November, Council Leaders discussed proposed measures to reduce class contact time for teachers recently announced by the Scottish Government. Following the meeting, COSLA's Resources Spokesperson, Councillor Ricky Bell and Children and Young People Spokesperson, Councillor Tony Buchanan have released a short statement expressing significant concerns on the current plans to reduce class contact time.

COSLA Resources spokesperson, Councillor Richard Bell, said: “COSLA remains committed to constructive engagement with the Scottish Government and teaching unions through the Scottish Negotiating Committee for Teachers (SNCT) on the implementation of the Ministerial commitment to reduce class contact time. We recognise the importance of supporting teachers and improving outcomes for children and young people.

“However, Leaders have today reiterated significant concerns about the financial and practical implications of this policy. Current estimates suggest that delivering reduced class contact time will require an additional £250–£310 million per year, at a time when public finances are under severe pressure. Without full funding from the Scottish Government, there is no clear route to implementation without a significant impact on other services.

“We will continue to engage in good faith through the SNCT to explore practical solutions, but our position is clear: reduced class contact time cannot be delivered without adequate resources and a clear understanding of its effect on children and young people.”

COSLA Children and Young People spokesperson, Councillor Tony Buchanan, said: “The potential impact on children and young people of this policy has not been fully assessed. Their experiences and outcomes must remain paramount, and we continue to seek clarity on how these will be safeguarded. COSLA believes that any changes to class contact time must be underpinned by robust consultation and evidence of positive impact on learning.”
