COSLA and the Scottish Government have launched an Understanding Hate Crime Toolkit designed to support local authorities in tackling hate crime and promoting community cohesion.
Launched on Monday 24th November 2025, the toolkit provides local authorities with information on hate crime, hate crime reporting, as well as an annex of local authority best practice examples.
COSLA's Community Wellbeing Spokesperson, Councillor Maureen Chalmers, commented:

Hate crime has a devastating impact on individuals and communities, and local authorities play a vital role in addressing it. This new Understanding Hate Crime Toolkit provides practical guidance and resources to help councils understand and respond effectively to hate crime. By working together, we can tackle prejudice, promote equality, and build inclusive communities where everyone feels they belong."
The toolkit is for use by all council staff, and is informed through engagement with a range of local authority stakeholders.
