COSLA Leaders are clear that addressing the pressures in our health and social care system needs a whole system approach which is not just about delayed discharge. All partners need to acknowledge that longstanding recruitment and retention issues place significant constraints on Health and Social Care Partnerships ability to deal with challenges and we must urgently invest in fair work to ensure that progress can be made in building and developing the social care workforce.
