Councillor Richard Bell is the COSLA Resources Spokesperson.
Councillor Bell was first elected in 1992. For over two decades he was a finance and commercial executive across several national news organisations before returning to politics as part of Glasgow’s first ever SNP-led City Administration in 2017.
He became City Treasurer and Chair of Strathclyde Pension Fund in 2020. Prior to Glasgow’s hosting of COP26, he was appointed Ambassador to the Cities Climate Finance Leadership Alliance. Following the 2022 Local Elections he was appointed as Depute Leader of Glasgow City Council and remains City Treasurer.
Councillor Bell was appointed to the role of COSLA Resources Spokesperson at COSLA's Autumn Convention in November 2025.
