COSLA Leaders have agreed this is a very poor settlement which fails to address the dire financial situation of Local Government in Scotland. The 2026-27 Budget provided a small amount of additional, uncommitted revenue funding of £235m and an uplift to the Affordable Housing Supply Programme.

However, there has been no increase in capital funding and a failure to fully fund Scottish Government’s policy to pay the Real Living Wage to workers in Adult Social Care, Children’s Social Care and Early Learning and Childcare.
